The Senate approved a bipartisan government spending bill on February 14 by an 83-to-16 vote to avert another partial government shutdown. The Treasury Department refuted certain claims that the IRS has experienced a significant reduction in tax return filings and refunds. The IRS released the current plan liability rates for February 2019.

Current Plan Liability Rates. The IRS released the current plan liability rates for February 2019, (Notice 2019-16; TAXDAY, 2019/02/15, I.1).

Enrolled Agents. The IRS announced that processing of renewals for enrolled agents (EA) whose enrollment expires on March 31, 2019 would be delayed as a result of the government shutdown, (TAXDAY, 2019/02/15, I.2).

Revenue Procedure. The IRS announced a long-expected safe harbor for individuals owing vehicles, (IR-2019-14; Rev. Proc. 2019-13; TAXDAY, 2019/02/14, I.1).

NTA 2018 Annual Report. The National Taxpayer Advocate (NTA) Nina E. Olson on February 12 released the NTA 2018 Annual Report to Congress, (IR-2019-11; TAXDAY, 2019/02/13, I.1).

Delegation Order. A delegation order related to the issuance of examination reports was rescinded, (TAXDAY, 2019/02/12, I.2).

FEMA. The Federal Emergency Management Agency (FEMA) announced that certain areas in Virginia and Pennsylvania were eligible for assistance, (TAXDAY, 2019/02/12, I.3).

I.R.B. The IRS released I.R.B. 2019-7, February 11, 2019, (TAXDAY, 2019/02/11, I.1).
