Ohio Will Cut Income Tax Withholding Rates

Ohio will reduce withholding rates used by employers to calculate payroll deductions for the state income tax. The rate reduction will begin January 1, 2019.

Why are the Rate Being Reduced?

The rates are being reduced because of a state income tax cut approved in 2015. The rate cut was not structured to reduce withholding rates to match the cuts in the tax rate. The withholding rates have not changed since 2015. Reductions in withholding rates in 2019 will not be offset by lower refunds to taxpayers until 2020.
