West Virginia ~ Multiple Taxes: Governor Announces Revised Budget Plan

West Virginia Gov. Jim Justice has announced a revised budget plan that contains changes to his previously announced state tax proposals. The new budget plan includes an increase to the consumers’ sales tax rate, from 6% to 6.5%, and broadens the consumers’ sales and use tax base to include telecommunications and ancillary services, and digital products, digital code and digital services. The budget plan also includes personal income tax reform, including a rate reduction, with the two lowest income brackets to receive a rebate check in addition to a rate reduction of 5%. Further, the plan includes a tiered tax rate system for the severance tax on coal.
