Congress remains in recess. Lawmakers are scheduled to return after the November elections. The Treasury Inspector General for Tax Administration (TIGTA) issued several reports. The IRS released inflation adjustment rates and reminded tax professionals to renew their Preparer Tax Identification Numbers (PTIN).


Cybersecurity. TITGA reported on the IRS’s cybersecurity and antifraud efforts (Ref. No. 2016-20-094; TAXDAY, 2016/10/28, T.1).

Whistleblower Program. TIGTA reviewed the IRS Whistleblower Program (Ref. No. 2016-30-059; TAXDAY, 2016/10/25, T.1).

Collectibility. TIGTA reviewed the collectibility of potential tax assessments throughout an examination (Ref. No. 2016-30-070; TAXDAY, 2016/10/26, T.1).

Nonfiler Program. TIGTA reviewed the IRS’s nonfiler program (Ref. No. 2016-30-085; TAXDAY, 2016/10/27, T.2).

Backup Withholding. TIGTA reported on compliance with backup withholding requirements (Ref. No. 2016-40-078; TAXDAY, 2016/10/27, T.1).

Phone Scams. TIGTA, in conjunction with other governmental agencies, held a press conference discussing IRS phone scams (TAXDAY, 2016/10/28, T.2 ).


Inflation Adjustments. The IRS released inflation-adjusted amounts for 2017 (IR-2016-139; Rev. Proc. 2016-55, I.R.B. 2016-45; TAXDAY, 2016/10/26, I.1).

Pension Plan Inflation Adjustments. The 2017 cost-of-living adjustments (COLAs) that affect pension plan dollar limitations and other retirement-related provisions were released by the IRS (IR-2016-141; Notice 2016-62; TAXDAY, 2016/10/28, I.1)

Disaster Relief. The IRS announced guidance on retirement plan loans and distributions for victims of Hurricane Matthew (IR-2016-138; Ann. 2016-39; TAXDAY, 2016/10/24, I.4).

OVDP. The IRS posted a information about offshore voluntary compliance (IR-2016-137; TAXDAY, 2016/10/24, I.1).

Enrolled Agent Exam. The IRS withdrew a proposed regulation related to the user fee for the Enrolled Agent Special Enrollment Examination (EA-SEE) and proposed a new one (NPRM REG-124122-15; TAXDAY, 2016/10/25, I.1).

IRPAC. The Information Reporting Program Advisory Committee (IRPAC) released its 2016 annual report (IR-2016-140; 2016 IRPAC Public Report; TAXDAY, 2016/10/27, I.2).

PTIN. The IRS reminded tax professionals to renew their PTINs for 2017 IR-2016-142; TAXDAY, 2016/10/27, I.2).

PATH Act. The IRS reminded taxpayers of new deadlines under the Protecting Americans from Tax Hikes Act of 2015 (PATH Act) (P.L. 114-113).IR-2016-143; TAXDAY, 2016/10/31, I.3).
