House and Senate Approve Medicare Prescription Drug Bills

The House and Senate on June 27, 2003 approved differing versions of Medicare prescription drug bills. Although the Senate bill contains no provisions amending the Internal Revenue Code, the House version includes provisions creating Health Savings Accounts, aimed at high deductible health plans, and Health Savings Security Accounts, available to both the insured and uninsured but with income eligibility requirements. The conference to resolve difference between the House and Senate versions is expected to be very difficult.
